Reading and Language Arts Center for Educator Development
From 1996-2003, the Texas Education Agency (TEA) provided funding to the University of Texas Center for Reading and Language Arts (now Vaughn Gross Center) to develop and maintain the Reading and Language Arts Center for Educator Development (CED). The CEDs were funded at the same time as the new state standards, the Texas Essential Knowledge and Skills (TEKS), were first implemented. Over the years, each CED engaged in a variety of activities, providing invaluable support to educators in implementing the TEKS.
The mission of the Reading and Language Arts CED— to enhance the knowledge, skills, and practices of Texas educators in the implementation of the Reading and Language Arts TEKS — was carried out in collaboration with TEA staff from the Division of Curriculum and Professional Development and the Office of Statewide Initiatives. We designed a comprehensive, systematic plan to meet educators’ needs over time. Initially, activities focused on producing professional development to introduce educators to the Reading and Language Arts TEKS. In subsequent years, we created and disseminated professional development products on specific topics. Consisting of research-based strategies for implementing the English and Spanish Reading and Language Arts TEKS, these products included workshop guides, videos, and information booklets. In addition, research studies that addressed specific questions related to effective teaching strategies, both for elementary and for secondary students, were funded to inform the development of these professional development products. In recent years, we designed an innovative software engine to maintain cost-effective and ongoing support for educators through an Internet/CD-ROM format (see OTRA).
Although funding for the Reading and Language Arts CED has ended, current CED professional development guides and materials are available for download from our Center products page.
Revised CED Products

Note: In 2003, a committee of secondary teachers reviewed two CED professional development guides: Enhancing Fluency for Secondary Students (Part I) and Enhancing Reading Comprehension for Secondary Students (Part II). The committee determined that educators would benefit from the more current information found in the fluency and comprehension sections of the Special Education Reading Project (SERP) Secondary Institute, Parts I & II: Effective Instruction for Secondary Struggling Readers: Research-Based Practices.
